The American Samoa Power Authority (ASPA) is the public utility provider for electricity, water, wastewater, and waste disposal services in American Samoa. Established in 1981 through an executive order by Governor Peter T. Coleman, the ASPA was created in response to frequent power outages and insufficient supply to meet demand. Initially, the authority focused on improving power generation by acquiring diesel engines to enhance electricity production, which became increasingly necessary due to rising energy consumption.
