Rover Cruises began operating from the Norfolk waterfront with the American Rover Sailing Ship in 1986. In 2001, the Victory Rover was added to the fleet and began operating Naval Base Cruises from Nauticus, home of the Battleship Wisconsin. Rover Cruises is locally owned and operated and we are proud to call Norfolk home. We cruise the smooth waters of the Elizabeth River and Hampton Roads Harbor.
